Just fish in the ocean when it's raining. Spring or Fall, 4 PM to 2 AM. That's your eel sweet spot.

Honestly, I've spent hours trying to catch one, and when I finally did, it was totally by accident! It was a rainy evening in Fall, and I was fishing off the beach. Suddenly, bam! Eel on the line. So, yeah, just fish in the rain and keep trying.
