Frozen Tears can usually be found in the Mines, specifically between levels 40-79. Make sure to break open any and all rocks you see, as they can drop from them. You can also get them from fishing treasure chests or from a Frozen Geode, which Clint can open for you. Keep your eyes peeled during the winter on your farm too; they sometimes appear as forage items!
I once found a Frozen Tear just chilling by my farm's pond in Winter. It's rare, but keep an eye out on your farm when it's snowing!
Honestly, I just buy them from the Traveling Cart when they show up. Mining takes too much time.
