Easiest way to find the Goblin Tinkerer? Defeat the Goblin Army first. After that, he'll randomly spawn in the underground layer. Make sure to keep an eye out for him while you're down there - he's bound to show up tied up, waiting for you to free him. Oh, and light up those dark areas; it's easier to spot him that way!

Fought the Goblin Army yet? That's step one. Next, grab some Hunter Potions. They highlight NPCs, making the Goblin Tinkerer easier to spot underground. Saved me tons of time!

Just wander around underground after beating the Goblin Army. He'll pop up eventually. No biggie, really.

Honestly, just buy the Lifeform Analyzer from the Traveling Merchant. It shows when rare characters like the Goblin Tinkerer are around. Makes finding him a piece of cake.
