First off, upgrade your farmhouse once and make sure you got a significant other with hearts all aflutter (10 hearts should do the trick). When the rain decides to grace you with its presence, head to the beach. Look for the Old Mariner; he's the dude who looks like he's been at sea for way too long. He'll sell you the Mermaid Pendant for 5,000G. No rain, no pendant, so do your rain dance!
