Just swim around the Kelp Forest or Safe Shallows with a Scanner -- the fragments are pretty common there.

You really just need to explore the Safe Shallows and Grassy Plateaus areas. Finding the fragments isn't hard, and you'll soon be zooming around in your shiny new vehicles!

Pro tip: I found all my Mobile Vehicle Bay fragments near Lifepod 17 in Grassy Plateaus. Happy hunting!

Look around wrecks and crash zones in the Grassy Plateaus and Safe Shallows for the fragments. You'll typically need three parts.
