Check out the Mushroom Forest or the Sparse Reef biomes. The fragments are commonly around the bigger structures there.

I found my moonpool fragments in the Northeastern Mushroom Forest. Look near the giant tree mushrooms, and you can't miss them.

I had luck in the Northwestern Mushroom Forest biome. Keep an eye peeled for fragments around the base of the huge mushroom trees. Good luck!
