Mr. Qi is one sneaky character, but finding him is part of the fun! First off, you gotta unlock the Skull Cavern in the desert. After reaching the 25th level, Mr. Qi will leave you a note to start his questline. To actually meet him, place a Battery Pack in the lockbox in the tunnel next to the bus stop, and you'll get a note leading you to the Calico Desert. There, place a Rainbow Shell in the box at the train platform. Then, just follow the quest chain till it leads you to his casino in the backroom of Sandy's shop.

Honestly, finding Mr. Qi isn't even that hard. Just make sure you're ready for the Skull Cavern, and follow the clues he leaves. The real challenge is what comes after meeting him!
