Just pick the 'Kid Stuff' trait when creating your character. Go to New Atlantis on Jemison. Easy peasy!

To find your parent's house in Starfield, make sure you've chosen the 'Kid Stuff' trait at character creation. Then just head over to New Atlantis on Jemison in the Alpha Centauri system. You'll get a quest marker, and voilà, home sweet home!
