Check your network settings and make sure your NAT type is Open. If it's not, that could be the issue.
Reset your network hardware. Unplug your router and modem for a minute, then plug them back in. Simple but effective.
Make sure your Xbox Live services are up and running. Sometimes it's not you, it's them.
