Try pushing the tray with a paperclip! There's a small hole next to the disc tray; straighten a paperclip and gently push it in there to manually open the tray.

Had the same issue with my older Xbox 360. What worked for me was standing the console vertically and giving it a gentle, but firm, shake while pressing the eject button.

Unplug it, wait a minute, and try turning it on again while holding the eject button. Mine started working after that.

First, turn off your Xbox 360 and unplug it. Then, gently tap on the top of the console while pressing the eject button. Sometimes a little nudge is all it needs!
