First off, try resetting your game options to default. Go to Options > Multiplayer > Advanced and select "Default."

Sometimes custom HUDs can mess things up. Try switching back to the default HUD and see if the crosshair reappears.

As a last resort, verify the integrity of the game files in Steam. Right-click on Team Fortress 2 in your library, go to Properties > Local Files > Verify Integrity of Game Files.

You might have accidentally disabled it. Open the console with '~' and type 'crosshair 1' to re-enable it.
