Everyone's going on about drivers and settings, but have you checked the mouse pad? Seriously, a dirty or low-quality mouse pad can cause all sorts of tracking issues. Give it a clean, or maybe consider getting a high-quality one designed for gaming. Made a world of difference for me!
Also, if none of the above works, try switching USB ports. Sometimes the simplest solutions are the most effective. And, if you're using a wireless mouse, make sure its battery isn't dying on you. Low battery power equals poor performance!
