Incase you still have issues, try editing the launch options. Right-click on TF2 in your Steam library, select 'Properties,' and in the 'Launch Options,' type `-w [width] -h [height]` (e.g., `-w 1920 -h 1080`).
In-game options didn't help me. I had to change my monitor's resolution scale directly through my graphics card settings.
Verify the game files in Steam. Sometimes corrupt files mess with resolution settings. Right-click TF2, go to 'Properties,' 'Local Files,' then 'Verify Integrity of Game Files.'
Honestly, I just reset the game to its default settings from the 'Options' menu. Worked like a charm!
