I had the same issue. Turned out I needed to add an entrance and exit for the ride. Works like a charm now!
It might be that you haven't placed the chain lift on steep parts of the track. Give that a check.
Sometimes, it's just about resetting the ride. Sell it and build it again. Annoying but works!
Check if you turned on the ride. Happens to the best of us!
