I had the same issue and realized my PC was overheating, causing CPU throttling. Make sure your cooling system is adequate and clean out any dust. After improving my PC's cooling, Valorant ran much smoother with far less CPU usage.
Honestly, upgrading your hardware might be the only real fix. If you're running Valorant on a potato, no amount of tweaking settings will help.
Just close everything else and hope for the best. Works for me!
