I had this same issue and found a weird trick that worked for me – I cleaned the dust out of my PC, especially the fans, and it improved my FPS significantly. It seems like overheating can throttle your performance. Also, make sure you're running Valorant as an administrator. It can help with resource allocation.
Honestly, just upgrade your PC lol. If you're playing on a toaster, no amount of tweaking is gonna save you.
