Go to your options menu, head to the 'Social' tab, and ensure that you haven’t accidentally muted anyone or disabled chat. Also, verify that the chat server isn’t down by looking at Warframe forums or support pages.
Just switch your region in the game settings. Sometimes switching from, say, North America to Europe and back fixes it.
Honestly, the best way to fix it is to relog. Works for me 90% of the time.
