Just buy it from the Dye Trader dude. You need 5 gold. That's it.
Fun fact from experience: finding a Strange Plant to trigger the Dye Trader's arrival can be a mini adventure on its own. Once he shows up, snagging that Dye Vat felt like a victory for my base's aesthetic. 10/10 would recommend for the home decorators of Terraria.
