You can get a fishing spear from Fisher Hai-Luk in Cetus. Go to Earth, enter the Plains of Eidolon, and the guy's by the big lake. Happy fishing!

Start by visiting Cetus on Earth and talking to Fisher Hai-Luk. He sells various fishing spears for Ostron Standing, so do a few bounties to earn some.
