All you need to do to attract foxes on Hay Day is to have a lot of wilderness or free space on your farm. They love the open spaces and will randomly appear.

Honestly, just play regularly. Foxes just show up randomly when you're farming and keepin' it rural. No special tricks, just pure luck!
