Just buy it, lol. But seriously, you can't actually buy it, you gotta craft it. 12 wood plus some iron or lead ore while standing at a workbench. That's your DIY project sorted.
Honestly, I never found the need for a Heavy Workbench. You can live without it unless you're really into the decorative side of Terraria.
