In creative mode, you have access to all blueprints from the start! Just press Tab, navigate to 'Blueprints,' and select the Repair Tool to craft it instantly.

Just open your PDA, go to the 'Blueprints' tab, and you'll find the Repair Tool already unlocked. Easy peasy!

You don't need to hunt for materials or blueprints in Creative mode. Simply open your PDA and bam, it's there.
