Just win a battle against an NPC city or another player's city, and it becomes your subordinate city. Easy peasy!
Capture a sub-city by attacking and defeating NPC cities or rival players' cities. Look for purple cities on the map and start your conquest!
Honestly, just buy the packs that have sub-cities in them. It's quicker and less of a headache.
I got my first subordinate city by attacking a nearby NPC city. Make sure to scout it first to check its defenses!
