Easy peasy! Just walk up to any taxi you see roaming around in the game and press the button to enter/interact with vehicles (it depends on what you're playing on, so it might be 'F' on PC, 'Triangle' on PlayStation, or 'Y' on Xbox). The taxi will stop, and boom, you're on your way to cruising around San Andreas without lifting a finger... well, except for the button press.

Actually, taxis aren't that useful in GTA San Andreas. Better to just jack a car and go wherever you want. Faster and free!
