You get the 4 Pac-Man ghosts by unlocking either Pac-Chicken or one of the ghosts in the prize machine, then playing Pac-Chicken to encounter and collect them. Just hop around like normal until you see them!
Honestly, just grinding and patience. Keep using the prize machine to unlock chars, eventually you'll get the ghosts. Lady Luck has gotta smile sometime, right?
I've got all 4 and you just gotta keep playing as Pac-Chicken. Look for Clyde, Blinky, Pinky, and Inky in the game. They'll show up eventually. Happy hopping!
