Getting all the NPCs in Terraria is like throwing a block party where everyone's invited, but you gotta have the right stuff. First off, make sure you meet the unique requirements for each NPC, like building enough houses (don't forget, each NPC needs their own room!). For example, you need to find and defeat a boss to get the Dryad to show up, or you gotta have a gun in your inventory for the Arms Dealer to think you're cool enough to visit. And remember, some NPCs like the Tax Collector, need a little more... let's just say, 'creative persuasion' to settle down in your world.

Just build lots of houses and keep playing. They'll show up.

Honestly, just focus on progressing through the game. As you hit new milestones, like defeating bosses or collecting certain items, NPCs will show up. It's like if you build it (and achieve it), they will come.
