Your best bet is to complete Nightwave challenges, as they often offer Prex cards as rewards. Also, keep an eye out for events and alerts that might feature them!
Honestly, just do your daily and weekly challenges, especially Nightwave. Got most of mine that way!
You can find Prex cards in some of the game's story quests too. Make sure to complete them—you might get a surprise reward!
