To get an Egg Incubator in Stardew Valley, you need to upgrade your coop to a Big Coop or better. Robin at the Carpenter's Shop can do this upgrade for you. Once the upgrade is complete, an Egg Incubator will automatically appear inside your new coop, ready for you to hatch some eggs!

Actually, getting the Egg Incubator is kind of a rite of passage in Stardew. Upgraded my coop last fall and found the incubator sitting there like a prize. Finally got to hatch my own void chicken, and let me tell you, that little guy is the farm's dark jewel now.
