I got mine from grinding Lua Survival mission drops. It's not a guaranteed drop, so patience is key!
Spy mission caches on Lua and Kuva Fortress often drop Astral Twilight. Don't forget to bring a stealthy Warframe for easier runs!
From my experience, running Kuva Fortress Spy missions with high loot frame, like Ivara or Loki, increased my chances of finding Astral Twilight.
