You can't play as Baraka in Mortal Kombat XL directly, but you can get Triborg's 'LK-4D4' variation which mimics Baraka. Just choose Triborg and press UP, UP, Triangle when selecting him.

Baraka's not directly in MKXL, but you can use Triborg's Baraka version. Super easy and fun to play!
