I unlocked her by playing through Classic Mode. It's a bit of a grind but totally worth it!
Straight up: play Classic Mode or World of Light. Or, if you're lucky, just smash a lot in Vs. Mode.
To unlock Bayonetta in Super Smash Bros Ultimate, you can either play through the Classic Mode with Mario, Sonic, Bayonetta, or any character in their path, or you can play through the World of Light adventure mode until you encounter and defeat her spirit.
Bayonetta appears randomly if you keep battling in Vs. Mode, so just keep smashing!
