First, you gotta scan the Beacon Blueprint from fragments scattered in the Safe Shallows or Kelp Forest. Then, just craft it at the Fabricator with one Copper Ore and one Titanium. Easy peasy!

Find and scan the Beacon Fragments, craft it at the Fabricator with some Copper Ore and Titanium. Good to go!

You'll need to find Beacon Fragments in the Safe Shallows and Kelp Forest. Once you scan them, you can craft beacons using 1 Copper Ore and 1 Titanium.
