You can get Cosmic Specters by crafting them! Just head to your Foundry, and you’ll need a Specter Blueprint which you can get from Rescue missions or from the market. Gather the necessary resources and voila, your Cosmic Specter will be ready to fight by your side!

I've gotten a few Cosmic Specters as drops during Rescue and some other missions. So, keep an eye out for those too!
