I farm Dragon Scales by beating the Dragon Crew Warriors around the Green Zone. They drop them fairly frequently, so it's not too hard!

To get Dragon Scales in the 2nd sea of Blox Fruits, you gotta defeat the Dragon Crew Archers. They drop them pretty often.
