To get Dragon's Talon in Blox Fruits, you gotta locate the NPC Uzoth on the Haunted Castle island. Complete his quest, and make sure you've got Dragon Scale and 5,000 Fragments. Boom, you've got yourself Dragon's Talon!

From my experience, getting Dragon's Talon was a bit of an adventure. Find Uzoth on Haunted Castle island, complete his quest, grab a Dragon Scale, and have 5,000 Fragments ready. Enjoy your new moves!
