Just put a Bowser in your level, then use the 'Bowser Fire Form' option to switch him to Dry Bowser. Easy peasy, no bones about it.

Dry Bowser isn't directly available in Super Mario Maker 2, but you can use a combination of Bowser and Dry Bones elements to create the effect.

Dry Bowser is actually a costume for Bowser. Just select Bowser and add a Dry Bones shell from the item menu.
