LOL you want the dunce cap? You gotta embrace being a baddie. Basically, get yourself thrown into GTA Online's Bad Sport lobby by being a little too rowdy - think blowing up personal vehicles of other players a bunch of times. If you earn enough 'Bad Sport' points, the game will put you in the dunce cap as a naughty sign. Wear it with pride until you've served your time and remember, it's all in good, mischievous fun!
