The quickest way to get dwellers in Fallout Shelter is by breeding existing dwellers. Just make sure you have enough living quarters and pair up men and women in the living quarters to encourage flirting. Another method is to use the radio room to attract new dwellers from the wasteland. The higher the charisma of the dwellers in the radio room, the faster you'll attract new ones!

Honestly, breeding might seem like the fast track, but it's all about the radio station. Max it out and staff it with your most charming dwellers. You'll have new faces wandering in no time.
