Radio room is your best bet. Upgrade it to increase the chances of attracting new dwellers. Also, regular check-ins help because sometimes dwellers just show up at your door.

The fastest way to get new dwellers in Fallout Shelter is by putting male and female dwellers in living quarters together. They'll 'talk', and soon, you'll have a new dweller on the way. Also, don't forget to keep an eye out for Radio Rooms, which attract new dwellers, and lunchboxes, which can contain dwellers too!

Just focus on making babies, honestly. It's the quickest way to increase your population. Make sure your dwellers are happy though; happier dwellers make babies faster.
