From my experience, best bet is to search military areas and large compounds. Keep looting - found mine in Georgopol once and it was epic!
You might have better luck finding flare guns in air drops, too! Keep your eyes on the skies for those supply drops.
Flare guns usually spawn in random spots, but they're more likely in big buildings or crates. Keep an eye out in the more popular drop zones!
Hot take: Just drop in the middle of the map and loot like a maniac. You'll find one eventually!
