You can nab these by defeating Wyverns, which are those big, serpent-like creatures that spawn in sky-high altitudes. Next up, you'll need a Giant Harpy Feather. These are a bit trickier since you need to get it from Harpies, and it's a rare drop. Harpies also hang out in high places, so keep your eyes peeled. Once you have both items, head to a Mythril or Orichalcum Anvil, and you'll be able to craft your very own Harpy Wings!

Honestly, just buy Leaf Wings from the Witch Doctor at night in the Jungle biome. So much easier than hunting for a Giant Harpy Feather.
Can confirm, getting those souls of flight was a pain, but totally worth it for the Harpy Wings. They've got a great flight time, and the design is pretty cool. Makes sky exploration a breeze!
