Getting an Ice Boomerang in Terraria is pretty straightforward but requires a bit of luck. You gotta delve into the icy biomes and start smashing Ice Chests. These chests are scattered throughout the underground Snow Biome. There's no guaranteed drop, but keep at it, and you're bound to find one sooner or later. Happy spelunking!

Just keep hitting those Ice Chests in the Snow Biome. RNGesus has to smile on you at some point!

From personal experience, it took me like 20 Ice Chests before I got my Ice Boomerang. Persistence is key! And a bit of luck wouldn't hurt either.
