The Diamond Casino & Resort is a flashy feature added in an Online update, so it's off-limits for the solo adventurers sticking to the offline story mode. No dice, friend. The casino doors are locked tight in GTA 5's offline mode. It's an online-only party, so if you wanna gamble away your hard-earned GTA dollars, you'll need to switch to the online world.
Actually, I managed to glitch inside once while messing around in offline mode, but there's nothing to do. No games, no NPCs, nada. It's like walking into a ghostly, empty shell. So even if you find a way in, it's pretty underwhelming.
