Easy peasy! To snag yourself some item frames in Terraria, you just need wood and silk. First, craft yourself a sawmill with some wood and iron or lead bars. Once you've got the sawmill, use more wood and silk to craft item frames at the sawmill. Silk is made from cobwebs at a loom, btw. So, gather, craft, and display to your heart's content!

Crafting? Buying? Why bother when you can just find them in chests in newly generated worlds? Granted, it's hit or miss, but who doesn't love a good treasure hunt?

Just buy 'em. If crafting ain't your thing, you can also buy item frames directly from the Painter NPC after you've unlocked him by having eight other NPCs. Each frame will cost you 2 gold coins. It's a straightforward way to decorate your base without the hassle of crafting.

actually, making item frames is a waste of resources. just put your stuff in chests. much simpler.
