There's no Legendary mode, mate. You're probably looking for how to get weapons with the Legendary prefix. Just save up your gold and keep spamming that reforge option at the Goblin Tinkerer until you hit the jackpot!

Legendary mode isn't something you 'get' like a game mode, because Terraria doesn't have a 'Legendary mode'. Instead, Legendary is a possible modifier for melee weapons, giving them the best stats. To get a weapon with the Legendary modifier, you gotta reforge your weapons at the Goblin Tinkerer's workshop. It costs some coin, and it's a bit of RNG luck to get the Legendary prefix, but keep trying!

Legendary mode? Doesn't exist. But if you're after Legendary weapons, then yes, Goblin Tinkerer is your best friend. Or worst enemy, depending on your luck and coin stash.
