To get Lightning Breathing, you need to talk to Zenitsu in the town and complete his questline. You'll have to beat some tough enemies, but it's worth it!
Uh, you don't need Lightning Breathing. Just stick with Water Breathing. It's awesome and easier to get!
I got Lightning Breathing by defeating Thunder Breathing NPCs and collecting their scrolls. It's a grind, but totally achievable!
