Honestly, the easiest way I got Lu Bu was by capturing him in a siege, then recruiting him. It took a few turns and some luck, but totally worth it for that beast of a warrior.
To get Lu Bu in Total War: Three Kingdoms, try to capture him in battle when he's fighting for another faction. Then you can recruit him to your side if you're lucky!
