The fastest ways to get more people in your vault are by pairing male and female dwellers in living quarters to make babies, or you can wait for new dwellers to show up at your vault door randomly. Don't forget to use the radio room to attract new dwellers faster. Just remember, babies take time to grow up before they can start working in your vault!

Honestly, just make babies. It's way faster than waiting for randos to decide to join your vault or messing around with a radio room. Plus, you get to control their stats better.
