Just plug in a second controller and find the multiplayer icon locations in the game. It's split-screen only, no online play. Easy peasy.

Honestly, multiplayer in GTA San Andreas on the Xbox 360 isn't worth the hassle. Just upgrade to GTA V for a better experience.
