Neural Sensors can be a pain to farm early game. I'd recommend doing the Alad V boss fight on Jupiter for a higher drop rate.
Just beat Alad V on Jupiter a couple of times. He drops Neural Sensors like candy at a parade.
Try running missions on Jupiter, especially the Themis and Io nodes, for a shot at Neural Sensors. Boss fights are your friends here.
